If you are using WordPress 2.8 or above and your created tags can not be saved, that would likely cause by DB Cache plugin installed inside your dashboard, yes because DB Cache is not compatible with WordPress 2.8 and above. So to solve the problem, you don’t need to switch to Wp Cache or Wp Super Cache, just deactivate DB Cache and use DB Cache Reloaded plugin.
DB Cache Reloaded plugin is a fork of a DB Cache plugin. Because his author did not updated its plugin to WordPress 2.8, 2 guys named Sirzooro & Posterd decided to continue his work and fix the abandoned plugin to work with WordPress 2.8 and above. They managed to cleaned up the code and make DB Cache Reloaded more secure.
So as I said you don’t need to switch to WP Cache right?
